the problem is that phone directories only give you listed numbers - which means you will not be able to get cell phone numbers, VoIP numbers, or land line phone numbers that are unpublished...
i would not pay any of the third party sites that claim to provide this information because they are not a telephone company and do not have access to the most up to date and recent information- they just obtain their information from third party sources...

Ever since Google killed their Google 411, there is no truly free service. There are some ad supported features, however many that I have tired hasn't been very effective.Some VOIP providers such as Magic Jack, and Net Talk will provide "free" 411, but this is ad supported as well.
If you have a mobile phone, you can send a query to 466453 with the business you are looking for. You might also get lucky with .tel Superbook (on Android, and maybe other platforms), and if the business has a public .Tel page, that should show up.
